Lead-safe certificates in every Philadelphia neighborhood

From Fishtown to Germantown to South Philly: EPA-certified lead dust testing for rentals, buildings and daycares across the city, with step-by-step help filing on the City’s portal.

What the City requires

Under Philadelphia’s rental lead law, a property built before 1978 needs a lead-safe or lead-free certificate before it’s rented. Tenants get a copy, and the landlord files it with the Philadelphia Department of Public Health’s Lead and Healthy Homes Program.

A lead-safe certificate comes from dust-wipe testing like ours and is valid for four years. Since January 12, 2026 the wipes must come in under 5 µg/ft² on floors and 40 µg/ft² on windowsills.
