When your unit passes, I email you two PDFs: the Certification of Lead Safe Status and the laboratory report. Both go to the Philadelphia Department of Public Health. The easiest way to send them is the City’s online lead certification portal.
Landlords get stuck on this step more than any other, so here’s the walkthrough I send every client.
Before you start
- Save both PDFs from my email to your phone or computer.
- Have your eCLIPSE login handy. Most landlords already have one from their rental license.
- Open the lab report and find the sampling date. You’ll type it in.
The steps
- Open the portal. Go to leadcertification.phila.gov/login.
- Log in. Use your existing eCLIPSE account. If you don’t have one, create an account on the same page.
- Search for your property. Use the address as it appears on your rental license.
- Add the certification. Open the property listing and click ADD CERTIFICATION +.
- Fill in the fields exactly as shown in the table below.
- Upload both documents (the certificate and the lab report), then submit.
What to type in each field
| Portal field | What to enter |
|---|---|
| Inspection Type | Lead Safe |
| Lead Inspector PA Lic # | NAT-F243427-1 |
| Sampling Date | The sampling date on your lab report |
| Laboratory Name | Accurate Analytical Testing LLC |
| Lab Accreditation Number | 100986 |
Your certificate is valid for four years from here. Put the date in your calendar, or let us remind you: we text clients before the certificate expires.

No portal? Email, fax or mail it
If the portal won’t cooperate, you can send a copy of the certificate and the lab report to the City directly:

Common snags
“I can’t find my property.”
Search with fewer words, for example just the house number and street name. Abbreviations (St vs Street) sometimes matter. If it still won’t show, use the email option above.
“It asks for a license number and I don’t have one.”
The “Lead Inspector PA Lic #” field takes our EPA certified firm number: NAT-F243427-1. It’s also printed on your certificate.
“Do I also give a copy to my tenant?”
Yes. Under Philadelphia’s rental law, landlords give the tenant a copy of the certificate as well as filing it with the City. The certificate has a line for the tenant to sign. If the unit is vacant, it doesn’t need a signature yet: have your next tenant sign it when their lease starts.
Still stuck? Call or text me at (267) 521-2117. I’ll walk you through it.
